چکیده

هدف اصلی پژوهش حاضر ارائه الگوی بومی اشتغال پایدار جوانان با بهره گیری از تجارب بین المللی و مبتنی بر شرایط کشور بوده است. سوال اصلی این تحقیق این بوده است که: الگوی مناسب برای اشتغال پایدار جوانان در کشور چه الگویی است؟

روش شناسی تحقیق حاضر از نوع آمیخته است که مشتمل بر بخش کیفی (مبتنی بر روش دلفی) و بخش کمی (پیمایش) است. نمونه بخش کیفی به صورت هدفمند از جامعه خبرگان و نمونه بخش کمی بصورت تصادفی ساده انتخاب و مبنای جمع آوری و تحلیل داده ها بوده است.

یافته های تحقیق نشان می دهد مولفه های تاثیرگذار در قالب هفت بعد عوامل علی، زمینه ای، مداخله گر، محوری، راهبردها، نتایج و پیامدها می تواند تبیین کننده الگوی بومی اشتغال پایدار جوانان در کشور باشد. بر این اساس با در نظر گرفتن مجموعه عوامل، پنج دسته راهبردهای پیشنهادی (فرهنگی، اصلاحی حاکمیتی، محتوایی، تسهیلگری مالی و قانونی و حقوقی) برای حرکت در مسیر اشتغال پایدار جوانان پیشنهاد شده است.

چکیده [English]

The aim of this research is to develope a domestic youth employement model using international best practices customsed for iran. The research was done to response to a basic question: "which framework is suitable for youth sustainable employement in iran?"

This research is a mixed research using Delphi method for the qualitative part and survey for the quantitative part of research.

A sample of 16 experts was selected which used for Delphi rounds as well as random selection of 108 actors as sample which used for data gathering in the quantitative part.

The results show that influencing factors can describe a domestic framework for youth emplyement through seven dimensions: causal factors, intervening factors, context factors, basic factors, strategies, results and outcoms.

Accordingly, five categories of proposed policies are developed involving cultural, governance, content, financial facilitators and legal on which youth sustainable emploement is attainable based on the best international practices.
