چکیده

پژوهش حاضر با هدف شناسایی، تحلیل و مدل‌سازی عوامل مؤثر بر توسعه موفق ورزش هندبال در ایران با رویکردی مبتنی بر موفقیت بین‌المللی انجام شد. برای این منظور، از ترکیبی از روش‌های دلفی فازی و مدل‌سازی تفسیری- ساختاری(ISM) استفاده شد تا ضمن استخراج شاخص‌های کلیدی، روابط علت و معلولی و سطح‌بندی آن‌ها مشخص گردد. چارچوب نظری پژوهش بر اساس مدل SPLISS شکل گرفت که عوامل مؤثر بر موفقیت بین‌المللی ورزش را در سطوح ورودی‌ها، ظرفیت‌ها و خروجی‌ها سازمان‌دهی می‌کند. جامعه پژوهش شامل ۱۹ نفر از خبرگان و مدیران اجرایی حوزه هندبال بود که با توجه به پیشینه علمی و عملی، در ارزیابی و پالایش شاخص‌ها مشارکت داشتند. نتایج دلفی فازی مجموعه‌ای دقیق از عوامل کلیدی را ارائه کرد و تحلیل ISM ساختار سلسله‌مراتبی آن‌ها را مشخص ساخت. یافته‌ها نشان دادند که عوامل زیربنایی و راهبردی شامل ارتقای کیفیت مربیگری، شبکه‌های بین‌المللی، سیاست‌های حمایت از ورزشکاران و نظارت و ارزیابی مستمر، نقش پیشران در توسعه هندبال دارند، درحالی‌که عوامل فرهنگی، منابع مالی، برنامه‌های پایه، مدیریت یکپارچه و بهره‌گیری از علم و فناوری، نقش حمایتی و تقویتی ایفا می‌کنند. مدل نهایی پنج سطح سازمان‌دهی شد و امکان تشخیص عوامل کلیدی مؤثر را فراهم کرد. این چارچوب، علاوه بر ارائه دید تحلیلی منسجم از روابط درونی سیستم، ابزار ارزشمندی برای سیاست‌گذاران و مدیران ورزشی است تا منابع و اقدامات خود را هدفمند بر عوامل راهبردی و زیربنایی متمرکز کنند و مسیر توسعه پایدار و موفقیت بین‌المللی هندبال را هموار سازند.

Interpretive Structural Modeling of Policy Factors Affecting the Elite Development of Handball in Iran with an International Success Approach

چکیده [English]

This study aimed to identify, analyze, and model the key factors influencing the successful development of handball in Iran, adopting an internationally-oriented performance perspective. A mixed-methods approach combining fuzzy Delphi and Interpretive Structural Modeling (ISM) was employed to extract critical indicators, examine causal relationships, and determine the hierarchical structure of these factors. The theoretical framework was based on the SPLISS model, which organizes determinants of international sporting success across inputs, capacities, and outputs. The study sample comprised 19 experts and executive managers in Iranian handball, selected for their academic and professional expertise, who participated in evaluating and refining the proposed indicators. The fuzzy Delphi process produced a validated set of key development factors, while ISM analysis revealed their hierarchical and interdependent relationships. Findings indicated that foundational and strategic factors—namely coaching quality enhancement, international networking, athlete support policies, and systematic monitoring and evaluation—serve as primary drivers of handball development. Complementary factors, including cultural development, financial resources, grassroots programs, integrated management, and the application of sports science and technology, function as supportive and reinforcing elements. The resulting five-level hierarchical model enables identification of independent, linkage, and dependent factors, offering a structured understanding of the internal dynamics of handball development in Iran. This framework provides policymakers and sports managers with a practical tool to allocate resources and implement interventions strategically, focusing on foundational and strategic levers to promote sustainable growth and enhance international competitiveness of Iranian handball.
