چکیده

هدف پژوهش، تدوین الگوی مدیریت عملکرد فدراسیون شنا، شیرجه و واترپلو با روش ISM بود. این پژوهش به لحاظ هدف، کاربردی است و داده ها به صورت میدانی و به شیوه آمیخته (کیفی و کمی) جمع آوری شد. جامعه آماری در بخش کیفی 18 نفر از خبرگان و در بخش کمّی، مدیران فدراسیون و باشگاه های سطح اول شنا، شیرجه و واترپلو، و رؤسای هیأت های استانی این رشته ها، برابر با 80 نفر بودند. به دلیل محدود بودن اعضا، جامعه با نمونه برابر شد. ابزار پژوهش، پرسشنامه محقق ‌ساخته بود. روایی پرسشنامه توسط 10 نفر از اساتید مدیریت ورزشی دانشگاه و پایایی آن، با آزمون آلفای کرونباخ، تأیید شد (928/0=α). جهت طراحی مدل پژوهش از تکنیک مدلسازی ساختاری تفسیری استفاده شد. یافته ها نشان داد که مدیریت عملکرد فدراسیون شنا، شیرجه و واترپلو، دارای 10 بُعد و 50 مؤلفه بود و ابعاد در شش سطح، ساختاردهی شدند. ابعادِ توسعه فنی و تخصصی منابع انسانی و توسعه درآمدزایی و جذب منابع مالی در سطح ششم و قابلیت ها و ظرفیت های فدراسیون و اهداف و استراتژی در رأس مدل قرار گرفتند. می توان گفت که توانمندسازی فنی و مدیریتی فدراسیون و پایدارسازی درآمدها، بدون تکیه بر منابع دولتی، فرایندهای اجرایی را تسهیل خواهد کرد و مدیران را در دستیابی به اهداف و مأموریت های فدراسیون یاری خواهد داد.

چکیده [English]

The purpose of this study was to develop a performance management model for the Swimming, Diving and Water Polo Federation using the ISM method. This research is applied in terms of purpose and is collected in the field and in a mixed way (qualitative and quantitative.The statistical population was 18 experts in the qualitative section and 80 in the quantitative section, the directors of the federation and the first level swimming, diving and water polo clubs, and the heads of the provincial delegations in these disciplines. Due to the limited number of members, the community became equal to the sample. The research tool was a researcher-made questionnaire. The validity of the questionnaire was confirmed by 10 professors of sports management at the university and its reliability was confirmed by Cronbach's alpha test (α = 0.928). Interpretive structural modeling technique was used to design the research model. The results showed that the performance management of the Swimming, Diving and Water Polo Federation had 10 dimensions and 50 components and the dimensions were structured in six levels. Dimensions of technical and specialized development of human resources and development of revenue generation and absorption of financial resources in the sixth level and capabilities and capacities of the federation and goals and strategy were at the top of the model. It can be said that the technical and managerial empowerment of the federation and the stabilization of revenues, without relying on government resources, will facilitate the executive processes.
