چکیده

هدف این پژوهش، ارائه چارچوب ارزیابی اجرای خط‌مشی‌های سند راهبردی فدراسیون فوتبال ایران با رویکر ساختاری تفسیری بود. روش تحقیق، توصیفی-پیمایشی و به لحاظ هدف کاربردی بود. داده‌های تحقیق به صورت میدانی و به شیوه آمیخته (کیفی و کمی) جمع‌آوری شد. نمونه‌ آماری در بخش کیفی 16 نفر از خبرگان فوتبال (اعم از مدیران سابق و فعلی فدراسیون، هیأت‌ها و باشگاه‌های فوتبال) بودند که به‌صورت هدفمند و در نظر گرفتن معیارهای سطح تحصیلات، سابقه مدیریت و تألیفات انتخاب شدند. جامعه آماری در بخش کمی، شامل مدیران و کارشناسان فدراسیون و هیأت‌های فوتبال و باشگاه‌ها بودند. به‌دلیل نامحدود بودن جامعه آماری، 384 نفر به‌عنوان نمونه تعیین شد که ابتدا به‌صورت تصادفی طبقه‌ای و سپس به‌صورت در دسترس انتخاب شدند. ابزار تحقیق، پرسشنامه محقق ساخته، شامل 39 شاخص ارزیابی اجرای خط‌مشی توسعه فوتبال و فرم خودتعاملی ساختاری بود که روایی پرسشنامه، توسط 10 نفر از اساتید مدیریت ورزشی و پایایی آن با آزمون آلفای کرونباخ تایید شد (86/0=α). برای سطح‌بندی مؤلفه‌ها از تکنیک مدلسازی ساختاری تفسیری استفاده شد. براساس یافته‌ها، در ابعاد ساختار ارزیابی، ملزومات ارزیابی، شیوه ارزیابی مطلوب و مراحل زمانی ارزیابی، 39 شاخص ارزیابی اجرای خط‌مشی سند راهبردی فدراسیون فوتبال در قالب 13 مؤلفه شناسایی شد و مدل تحقیق ساختاردهی مؤلفه‌ها را در پنج سطح نشان داد. مؤلفه‌های پیش نیازهای ارزیابی، ارزیابی نقاط کلیدی و ویژگی ارزیابان در قاعده مدل قرار گرفتند. در نظر گرفتن ویژگی‌های شخصیتی ارزیابان و توانمندسازی آن‌ها و پایش ادواری نقاط کلیدی و پیشنهادات اصلاحی، ارزیابی اجرای خط‌مشی‌ها را هموار خواهد کرد.

The purpose of this research was to provide a framework for evaluating the implementation of the strategic document of the Iranian Football Federation with an interpretative structural approach. The research method was descriptive-survey and practical in terms of purpose. The research data was collected in the field and in a mixed (qualitative and quantitative) way. The statistical sample in the qualitative section was 16 football experts who were selected purposefully. The statistical population in the quantitative part included managers and experts of the federation and football boards and clubs. 384 people were selected as samples. The research tool was a researcher-made questionnaire and a structured self-interaction form, the validity of the questionnaire was confirmed by 10 sports management professors and its reliability was confirmed by Cronbach's alpha test (α=0.86). Interpretive structural modeling technique was used to level the components. Based on the findings, in the dimensions of the evaluation structure, evaluation requirements, optimal evaluation method and evaluation time stages, 39 evaluation indicators of the implementation of the policy of the strategic document of the Football Federation were identified in the form of 13 components, and the research model showed the structuring of the components in five levels. The components of evaluation prerequisites, evaluation of key points and characteristics of evaluators were included in the base of the model. Considering the personality characteristics of evaluators and empowering them, and periodic monitoring of key points and suggestions for improvement, will smooth the evaluation of the implementation of policies.
