Abstract
This research aimed to present a multi-level model for utilizing organizational capacities to align the domains and approaches of sports development in Iran. The research method employed the Interpretive Structural Modeling (ISM) approach. The statistical population consisted of 18 sports management university professors, selected through purposive sampling, which is sufficient for ISM modeling. The research instrument was a pairwise comparison questionnaire of 11 factors extracted from the qualitative phase, tailored to the ISM method. The validity of the instrument and results was assessed and confirmed based on the standard ISM matrix. Data analysis was conducted using Interpretive Structural Modeling and MICMAC analysis. The findings revealed that the 11 factors were categorized into 5 levels, based on which the ISM model was designed. The fifth level of the model included capacity assessment and capacity identification; the fourth level comprised synergy of capacities and optimization of capacity management in organizations; the third level included ecosystem capacities and intra-system capacities of organizations; the second level involved the country's sports resources, growth of events and participation, and the country's sports industry; and the first level included sports productivity for national sustainable development and the effectiveness of the country's sports in the international arena. The results indicated that aligning development approaches in Iranian sports requires a targeted and hierarchical utilization of various organizational capacities. Accordingly, it is suggested that sports policymakers, by designing coordinating mechanisms between organizations and promoting capacity management, provide the grounds for the effective exploitation of national and international sports capacities.
