Abstract

The aim of this research is to develope a domestic youth employement model using international best practices customsed for iran. The research was done to response to a basic question: "which framework is suitable for youth sustainable employement in iran?"

This research is a mixed research using Delphi method for the qualitative part and survey for the quantitative part of research.

A sample of 16 experts was selected which used for Delphi rounds as well as random selection of 108 actors as sample which used for data gathering in the quantitative part.

The results show that influencing factors can describe a domestic framework for youth emplyement through seven dimensions: causal factors, intervening factors, context factors, basic factors, strategies, results and outcoms.

Accordingly, five categories of proposed policies are developed involving cultural, governance, content, financial facilitators and legal on which youth sustainable emploement is attainable based on the best international practices.
