Abstract
The aim of this study is to analyze the role of inter-organizational policy-making in managing sports talents at elementary ages in Iran and compare it with the experiences of selected countries in the world.
In Iran, the lack of a common legal structure among relevant organizations, the weakness of talent management executive structures, the lack of an effective supervisory system, the weakness of soft and hardware infrastructure, and financial constraints have caused the process of managing sports talents at elementary ages to be cross-sectional.
This qualitative-descriptive study was conducted with an applied purpose and in a comparative manner using the George Brady model, and its goal is to extract successful global experiences and adapt them to the cultural, social, and institutional conditions of Iran in order to provide practical solutions. Data were collected through library resources, official documents, reputable websites, and expert opinions.
The statistical population of the sports talent management system in Iran and selected countries, and the statistical sample included Iran and six selected countries or states and regions of them that were selected purposefully.
The findings showed that in successful countries, the components of legislation, coordination of institutional structures, supervisory systems, financial support, and socio-cultural justice are implemented in a coordinated and sustainable manner, which leads to the coherence and effectiveness of inter-organizational policymaking in talent management, while in Iran, these components are followed more in a sectional and inconsistent manner.
