Abstract
The purpose of this research was to identify human resource strategies based on strategic reference points in the Ministry of Sports and Youth. The research method of the current study is descriptive-analytical and mixed methods. The statistical community of this research was made up of managers, assistants and experts of the Ministry of Sports and Youth. The sampling method was purposeful. The statistical sample of this research included 12 managers, assistants and expert experts of the Ministry of Sports and Youth whose specialty was human resources. The research tool was an interview, and in the end, a combined questionnaire was obtained through the interview and the review of the Bamberger and Musholm integrated model, which was analyzed by the elite. In this research, the method of strategic reference points was used as an efficient method. The results of the research showed that the appropriate strategy for managerial, specialized, and executive jobs in the Ministry of Sports and Youth is a committed strategy, and for service jobs, it is a secondary strategy. It is also a suitable strategy for human resource development subsystems, performance evaluation and reward, and relations with employees in managerial, specialized and committed executive jobs and secondary service jobs. Therefore, it is suggested that in selecting employees in the Ministry of Sports and Youth, high accuracy, wide support of the career path, wide flexibility, and supply and promotion from within should be prioritized, and in the pay structure, the emphasis should be on the stability of the procedure.
